In most cases, doing both at once is the smarter approach — not because it's always cheaper, but because the two projects are physically and logistically connected in ways that make sequential work wasteful.
Why These Two Projects Are Related
An EV charger installation starts with the electrical panel. Adding a dedicated circuit for a Level 2 charger means installing a new breaker, running wire, and terminating it at the charger location. If the panel is also being upgraded, the electrician will already be deep in the panel anyway — removing the existing equipment, installing the new service, and running circuits.
Doing the EV charger after the panel upgrade means returning to the same panel, pulling the cover again, and doing work that overlaps significantly with what was just completed. Mobilizing twice, touching the same equipment twice, and coordinating two permit applications when one combined permit may be possible — these are real inefficiencies.

- The utility coordinates a brief power outage to allow the panel swap
- The new panel is installed
- While the panel is being commissioned, the EV charger circuit is run in the same visit
- The charger is mounted and connected

The inspection piece is worth noting. A panel upgrade typically requires a permit and inspection on its own. An EV charger installation also typically requires a permit. When done together, the inspection scope may be combined, simplifying the close-out process.
Planning Questions to Think Through
What capacity should the new panel be? If you're upgrading the panel anyway, it's worth thinking about all the electrical loads you're likely to add in the coming years — EV charger today, possibly a second EV, a heat pump or mini-split, battery backup in the future. An electrician can help you think through what capacity makes sense given your household's likely trajectory.
Where will the charger be located? Having the charger location decided before the panel work starts allows the electrician to plan the circuit run in advance, which can affect how the new panel is set up inside.
Are there other circuits you want added? Since the panel is being replaced anyway, any other circuits that have been on the wish list — a workshop circuit, a dedicated circuit for an outdoor kitchen, a 240-volt outlet for a welder — are efficient to add at the same time.
