Few homeowners add all of these at once. More often, loads are added one at a time over years — the EV this year, the home office next year, a mini-split the year after. Each addition goes through its own permit and inspection process. Each might be perfectly fine in isolation.
The problem is that no one may be looking at the sum. A panel that handled each addition individually might be carrying more load overall than anyone anticipated. A load assessment — sometimes called a panel capacity assessment — is a specific kind of review where an electrician looks at your panel's overall configuration and what it's being asked to do. This isn't the same as a full safety inspection, though the two often happen together.
The electrician looks at what circuits exist, what they serve, and whether the distribution of loads across the panel makes sense.
